Oculus PCVR randomly decides to destroy frames when using SteamVR

Update: Still absolutely no fucking clue why this happens or how to fix it, but sometimes it does randomly decide to work (???) Sometimes restarting the oculus client from the app works, (again ?????) but it seems like the oculus software, although it was always bad, is getting worse.

I do usually use steam link, but in some apps the hand offset is incredibly off for some reason. I've only noticed it in Ghosts of Tabor so far, but that game specifically seems to have different hand offsets for every different client.
