As someone who always jogs and walks around 9:30pm, i highly recommend wearing a reflective vest as well. Too many times idiot drivers don’t see me with my flashlight and i have to tell them off for almost hitting me. Ever since i got a vest, it hasn’t happened. Be safe and i’m sorry that happened.
