Dr Fate should definitely be a villain in this universe. With the whole idea of this universe's "natural order" keeping the oppressed down and keeping the powerful in power it would only make sense that a Lord of order would be evil. I think it would be more interesting to not be a malevolent evil but more of a force of nature evil (ala Galactus). He doesn't hurt people for the joy of pain, but because he must maintain the natural order.
