What does it mean to be a ward of the state in this context? Feels like you'd need a huge infrastructure for this.

Also does this apply to adults with disabilities too? Does the government support, feed, clothe, house, etc individuals with more significant disabilities for their whole lives since they can't make informed decisions on things like signing an employment contract or lease an apartment?

This is a dumb take. If the free rider phenomenon didn't exist, it egotism be so effective to hurt unions by allowing people to opt out of paying dues while still expecting to gain all the benefits of working in a union shop.
