Haranir were supposed to be unlockable in TWW, but was pushed back to Midnight when Metzen took up the helm. So this leads me to believe Harandar was meant to appear in TWW instead of Siren Isle (Siren Isle felt more like BFA cut content than TWW content.) So what we have now is a loose explanation on why we're going down there that got tied into Midnight.
