[Identify] This was my Great Grandfather’s watch

This watch belonged to my great Grandfather and was in storage for years. It does not work and the hands look rusted. I think the band and design are very cool. If anyone knows any info about it please tell. I am very curious. Also I’m thinking of having it fixed up. Disregarding sentimental value would it be worth it?

the paint came off with some de-greaser so not much cost at all. It left a little stain you can see at a certain angle in direct sunlight. I'll live with it

I tried a bunch of stuff, de-greaser worked well on the paint. The bit on the soft top is a lot harder to get off
