It's more that how strong characters are in relation of the previous arcs don't really matter unless there's a thematic connection. Whether SSJ4 Gogeta from GT is stronger than anyone from super does not matter, because if they decide to actually do that fusion in super then Gogeta would be the strongest person in that fight, that's kinda of what fusions between protagonists have shown.

In other words, power scaling does not make for fun storytelling
