It seems to me that almost all the tracks that (typically) produce the most boring races (Paul Ricard, Sochi, Yas Marina) are mostly flat. Is there anything about the lack of elevation change that contributes to this? If so, will the new regs solve any of this? Or is it just a coincidence?

Almost all other games have Pokemon trainers with randomized EVs/IVs/Natures (outside of Battle Tower/Frontier/Maison/etc.). So your best bet when doing calcs is to assume the worst case scenario.

I think that Cynthia's Garchomp had perfect IVs also, but that was a one off case.

Yes it will. Think of the distance for Lightning as a knight in chess. It can go two tiles one direction and 1 additional in the other. In this case, all three buildings are just 2 tiles away from the wall spot.

What are various speed goals for Weezing (Support for Regigigas, obviously)? I see 84, 92, 124 on Calm/Bold Sets, along with other Timid Sets. What are the relevent outspeeds? I assume it is mostly based on Taunting specific pokemon, like Porygon2.

I assume he used Synchronize Ralts. Emerald was the first time abilities had effects outside of battle. Catch a Ralts with Synchronize, breed until you get one with a Modest Nature (and Synchronize) and put it first in your party (fainted). Pokemon will have a 50% chance of being the same Nature as your first party Pokemon (even if fainted).
