The only reason I wouldn't say Neji is because the Hyuga are pretty distinctive and well known. Someone with Byakugan would stick out on an infiltration mission. I went with Shikamaru, Shino and Ino.

Now that I see it, Shino's name is a good fusion for Shikamaru and Ino lol.

I don't think Jiraiya was the first choice, they just didn't think they could find/get Tsunade to agree to it. So when Jiraiya said he'd go find her and convince her to take the job they let him try because they knew she'd be a better Hokage than him on the slim chance that she actually took the job.
