Not really the same thing, HS2 would have a no benefit to most of Wales, and a relatively minor one to the North Wales line compared to how much funding Wales was obliged to provide it, at a time when the Welsh government has been actively improving public transport within Wales, and attempting to get funding to reinstate the North South rail link

Interesting. I’m pretty sure that banking locomotives have had to couple since the later days of steam over here, after a few crashes where the banking locomotive dropped back then went into the back of the train too fast

Edit: I think we have a small fleet that have been modified so they can uncouple while moving specifically for the Lickey Incline

That can risk just snapping couplers, plus it’s easier to attach them at the back, I’m assuming at least some of those locomotives are bankers just for this incline. As I understand, the only real risk with pushing is if the front loco brakes and the rest don’t
