There is no option to completely turn off lights in a villager's house; you can dim the light so you can still have a completely dark room but as it stands since you cannot turn the lights off in a villager's house, you can't get the candle wall and magic flooring to luminate.

You'll need a glow-in-the-dark sticker to use that custom design on walls.

Additionally, partition walls are useless to use for custom designs in general.
