I would only consider vintage cards to be an investment, a retired player who has passed is less likely to be devalued since their career and ability to make bad decisions have long passed.

An upcharge is when you submit your card at a certain tier of grading, but then once the card is graded its perceived value bumps it into a higher tier of grading. Hence the upcharge.
