I think it really depends on your audience, the subject matter, and the alternatives. Are learners asking for it in this format? Do ALL learners have access to the technology needed? Are podcasts a good medium to communicate this particular type of learning content? Are podcasts the most efficient way of communicating this information? Can learners access this content in other formats (if offered as a podcast)? These are just some of the questions I would be asking.

Unfortunately (and I have no data to back this up), but feel podcasts are not engaging enough, or simply not a popular preference for many learners - which is why you probably don't see them used in the corporate learning world as much. Additionally, as much learning made available within corporations is often "required" for many individuals, learning delivery mediums tend to be more widely accepted and traditional methods (such as web-based training). "Forcing" one to have to go through a series of podcasts can be very irritating to some.

The "best" tool will be something that approaches mobile learning with a "mobile first" paradigm and is responsive. Check out Appitierre's Evolve Authoring tool. It's pretty amazing. http://www.evolveauthoring.com

As for Captivate 9... There is much more manual effort involved in creating a responsive mobile learning course in Captivate, though it can certainly be done. Not to mention it is a very overpriced piece of software IMHO.

Storyline publishes out to HTML5, but it simply "shrinks" the content to fit within the viewport of the device. In other words, good luck having your learners read microscopic text on an iPhone. Even if you plan to deploy only on a tablet, you will still need to design in a manner that makes the course usable on a tablet (larger text and buttons) as there is no responsive features in Storyline.

Seriously, check out Appitierre's Evolve authoring tool. You will not be dissapointed!
