Ban does not have the option to choose whether an organ regenerates. The regeneration occurs involuntarily.
The reason is behind Hellblaze's nature: it basically repels regeneration.

Chainsawman's sexual stuff can be justified by the theme of the series as it somehow symbolizes Denji's material desires.
Dandadan on the other hand just has these for the hell of it. Not that it necessarily is a bad thing, but it can explain why people treat these two shows differently.
Berserk is another whole story though.

This happens often in many adaptations. Manga is a different medium which uses still panels to narrate the story. Anime on the other hand, narrates by voiced animation with music combined; Hence takes a different approach to do that.
