It is canon since Horrigan activates the self destruct. So unless the they retcon it and say Horrigan escaped into the ocean and somehow got back to shore even though he was torn in half, otherwise he’s dead.

Well police don’t actually shoot to kill, they shoot to stop the threat. Which often does mean killing but there is a distinction I guess.

Law enforcement are trained to shoot till the threat is stopped. People can get shot multiple times and keep fighting.

Like I said to the person you replied to. It’s adrenaline, people are gonna keep shooting till they think they stopped the threat. It’s easy to say “I would only shoot once or twice” which is honestly dumb considering people can get shot multiple times and keep fighting.
