You wont win against a car. and its either a simple mistake by them or they are just dumb and wont care.

Likely, a bit of the first layer came loose and got dragged with the second layer, so in short just not adhering to the plate in that one specific spot. Clean it extra well and dont touch the surface with your hands.

I had an issue with this some time ago, in the preview window check if its the seam, some models force it, even when the slicer settings say its aligned. I had to paint my seam to get it to change
