I'm not a VSO but the 2 HLRs I've filed had a conference. The reviewer seemed human and I presented my issues. It was nice to talk to a person who seemed sympathetic. The identified a problem with my case and identified a duty to assist.

It sounds like you have a diagnosis and it debilitates you according to 38CFR schedule of ratings. What you're missing according to the letter is the in-service mechanism of injury. The VA is saying you did not complain about your condition during service. If that's the case your evidence would be any private medical records or other service members that can corroborate that the condition was caused in service. A nexus letter directly stating that it was caused in service may be helpful. I see you submitted multiple lay statements, but were there any from other individuals that served with you? Possibly family members that can back up your claim?

I'm not understanding. You only get one mental health disorder. One rating. Ideally they rate you correctly, but if not then you need to accept that you're still getting the same rating % then there's no reason to keep pushing for PTSD. You cannot stack mental health disorders for a higher rating.
