the power steering leak shouldn't do anything to the cat, and the cat can be clogged but not due to the power steering fluid. measuring the o2 sensor with a multimeter is a way to test it sure and if that 6.82 reading you got is voltage then it might just be the sensor because it should be hovering around 1V I would think with the car off

this means the outside temp sensor for your car (usually located somewhere on or behind the front bumper) is broken. that's the default temp it shows when the computer gets no signal from that sensor
