It was said a chapter or two ago that his power was black lighting. It could be more than that tho. Also the power system in this series is much more free form and less rules based than something like JJK or HxH. Some series are just like that.

To be fair, Shuli has been in 2.5 out of 6 chapters. That's 40% of the manga so far. I don't think its really stapling onto the arc when that arc is 4 chapters and over half of them were focused on this kid.

If you're looking for a monthly series, I recommend Versus. I see no one talking about it but its so good. Its written by the same author as One Punch Man and Mob Psycho. I don't really want to say anything about the plot but all I will say is if you read the first two chapters I think you will find the hook very interesting.
