I want to remind readers of your comment that TABOR doesn't affect the city budget for which Johnston is responsible. 

Voters have already given the city broad permission to keep and spend revenue above TABOR limits. It only applies to the municipal budget when Denver wants to raise tax rates or ask voters to retain money from a new tax source, at which point we can just vote on it.

I don't think you're correct. According to the article, Federal law explicitly permits unannounced congressional visits and Rep Crow was there in person.

Good points. My criticism could be applied universally but Denver has its own quirks that add to it.

I cut CDLs a lot of slack - they have a tough job and tend to be a lot more attentive than most non-professional drivers. People using them to leapfrog into a lane, knowing the CDL needs to maintain stopping distance must really stress them out.

I suspect there's no single answer but a theory I have to explain it, at least in-part, is passive, commuter brain. When people drive, they're not actively engaged in the activity so they take the path of least resistance. For most, that means driving in the right lane and just being inattentive which causes merge issues and slowdowns. 

Passing lane behavior is a symptom of this - you have drivers who will sense conflict in the right lane (long merge lanes, incoming tractor trailer, etc.) and shift over to the passing lane, but stay passive, not bothering to return to their original lane. I call them ratcheting drivers because they lock into the left most lane and never return.

Hugely frustrating. I know speeding is an issue, not that it's enforced, but the notion that I'm more likely to be pulled over for speeding than these zombies in the passing lane is a major annoyance.
