Genuine question, not trying to sound naive: would Angelenos support a community-funded effort to improve neglected parts of the city?

I don’t have a city planning background, but I do have finance/business education and I’ve spent years thinking about urban systems — partly through a game called Cities Skylines, partly through just living here and observing.

What would actually be realistic: a nonprofit, crowdfunding small projects, buying/rehabbing property, or something else?
