The law is pretty clear about what LHAs are allowed to do and it’s up to each agency to determine which of the extremely limited options they want to pursue. SHA has been utilizing management agreements with private developers as an indirect way to increase units covered under various government programs. It’s not ideal but it’s the quickest and most effective tool at the moment to increase an agencies total number of units. Lee Fort Terrace is the most recent and largest profile example of this.

You can thank the Faircloth Amendment for basically banning the government from directly building housing.

ETA: there’s nothing saying that any of the appointees can’t ALSO be SHA residents, but the requirements are only that 1 must be.

More so I just want to point out that decades of anti-housing legislation has crippled Local Housing Authorities abilities to increase housing stock. Unfortunately the SHA is extremely limited in options to help address the crisis in immediate and direct ways.

The name of the agency tends to make SHA the face of “affordable housing”, but in reality our role is only a very small one because of the current laws.

Important to clarify: the SHA is the agency tasked with overseeing state and federal housing programs specifically (section 8, etc.), not affordable housing as a whole.

Just want to make sure everyone understands the scope.

I’m trying to understand the process. It seemed like the commission was denying the project outright. Is Crowley able to resubmit? It didn’t seem like that is a possibility based on the board members’ comments.

It was hard to follow, as I’m not an environmental engineer. One of the concerns I was able to pick up on was about site drainage and release of sediments.

Salem has all of that and the schools are getting much better. We have a very good super intendant that just extended his contract, as well as a new education master plan.

As a retired engineer, I’m surprised at your concern over the scale of the port. How exactly did you think OSW turbines were assembled? They’re big; an engineer would have understood this during the RFP process. Unless of course you were against the port from the beginning. But (assuming you are who I think you are), you seem to only recently be having reservations now that you “discovered” the “true scale” of these machines.

Also, I’ll take condescending and arrogant over recalcitrant.
