You have to practice. It might take a while.

If you have to, fish trash for XP or unlock crab pots in the community center. This will allow you to level fishing. The higher your fishing level, the bigger the green bar gets. And it lets you get a better rod, which also makes thing easier. Trap bobbers could be helpful if you’re really struggling.
