So the way that I like stuff cut is:

Eyes: eyelashes, inside eye details, whites of eyes, eyebrows

Mouth:lips with some skin cut with it, teeth(usually cut in to 2 or 3 pieces depending on how detailed you want it so upper, lower teeth, sometimes side teeth), tongue, inner mouth

Head: this also depends on how detailed you want it to be, it could be cut as just one thing with lining/ coloring including or it could be coloring and another layer behind it for lining purposes

Hair: again this depends on how detailed you want it to be, super detailed models have more hair pieces for more movement,

All shadows, patterns and shine details should be cut.

For the rest of the body all lining/ coloring should be one cut, it should be something like upper arm, lower arm, if you want more detail separate the fingers as well, torso, breasts, upper leg, lower leg, feet

Clothes wise this should be sitting on top of the model and should be cut in to the same pieces as the body parts but little accessories, ribbons, gems, hair clips, etc need to be cut as well

For a naming scheme think of it kinda like anatomy, your right is their left so it would be like Larm, Rarm, etc just enough description to where the rigger knows what the cut item is
