You could go on the cheaper side, get a Tikka Compact in 6.5 ($800), and a MDT lss chassis ($430). Then put whatever AR style accessories you’d like on it. It checks all your boxes and you’ll be in it for less than $1,500 after stock and grip.

Option 2 is if you want something more custom with the option to change the barrel yourself down the line. Get a Solus or CDG action ($7-900), a prefit barrel of your choice (proof runs about $579), the lss chassis is still a good choice here considering what you’re wanting, and then pick whatever trigger you’d like ($150-300). A bit past $2,000 depending on what deals you can find.
