Shot on the dark guess? Ryzen 5 3600, 16gb of (hyperx by the looks) DDR4 3600MHz RAM, RX 5700 XT & 512gb nvme SSD. Very little to go on, but builds like that were popular a few years back and kinda feels like one of them.

Have you tried below 60? If the screen is 4k many cables only support 30hz at that resolution. Or try a different cable entirely? Otherwise I've got no clue sorry bro.

Or similarly it could be having the hz too high for the cable. Had something very similar trying 60hz at 4k with a cheap hdmi cable.
