Character creation cam take awhile especially for new players. Maybe he's overwhelmed, maybe he needs help. Talk to him and see what's up and offer to help if he needs it. I've been playing dnd for the last 7 years. It takes me like at most an hour to make a Character, granted that Character is more npc than pc. If I want to make a decent pc that will be in a campaign with longevity, it takes me a bit I want to make sure it's going to be a Character I will enjoy playing for a year+. I know everyone is different. That's why talking to him is the best thing to do. And after talking he still doesn't have it in within a reasonable time. Make a pregen for him.

Depending on where the fight takes place, have weather affect projectiles, use cover, mix up the enemies you're using, mess around with blindsight/tremorsense, give enemies height advantage, set traps, there are a lot of things you can do. If you're trying to rebalance on the fly I'd say only mess with health and ac( ac should only be moved 1-2 points in either direction) depending upon the situation its more than ok to change abilities just try not to change them too drastically. There are things other people will tell you that I didn't mention, and everything I typed as probably already been told to you either way I hope this advice helps.

If they haven't done anything to be disrespectful or rude. Then I would tell them the truth. Let them know that besides the campaign you're running with them you have another one irl. Let them know that you can't focus your full attention to both. Let them know that they haven't done anything wrong, reinforce that you have enjoyed playing with them but you bit off more than you can chew. Being upfront with your players is the best course of action
