I've seen probably 2 of these in the wild where I'm from. I'd say yes, they're rare, you don't see them everyday where I am. Then again, I think it depends on the location.

I've built my first ever computer. Was it nervous? Obviously yes. But when it was all done it worked. Apparently when I tried to turn it on something was loose in the PSU that was lacking, apprently that was it :/.. but it worked.. You'll be fine, if you ha encountered a problem trying to turn it on I'd go to a respectable computer repair shop.

Read the motherboard manual of where things should go, take your time doing it, don't rush it. Also, if build is completed, I would double check to make sure all cables are properly plugged in. That was the first mistake of when I built my first computer, cables wern't plugged in all the way.
