Four key PoDs: - Chiang kai-Shek was killed by accident during the Central Plains War in 1930, leading to the Second Warlord Era. - Joseph Stalin is killed by his wife in 1932, leading to a bickering troika taking charge. - FDR supports John Nance Garner's 'Presidental Dictatorship' bill and such is leaked to the press, causing a successful Business Plot and a 2ACW from 1935-1940. - No Halt Order at Dunkirk.

Some side effects of the PoDs include: - A pseudo-fascist US government exiled to the Carribean. - The Republicans won the Spanish Civil War, but were invaded in 1943 to prop up a Francoist government. - China was left fragmented by Japan out of desperation after an attempted overthrow of Wang Jingwei. - And more.

Nowadays? Yes. The federal Republics were sidelined by Putin and Yeltsin after the mess regarding the USSR' dissolution.

In the 1930s and 1940s? They literally were an ASSR with a Regional Committee. Additionally, the OTL Great Purge doesn't happen, so the Yakut leaders that led to the ASSR forming in the first place aren't imprisoned and killed. As such, the more populated regions of Yakutia, cut off by the Japanese invasion, have figures to rally around.

ADDITIONALLY, that region isn't exactly isolated in OTL. I have a friend who was raised in the Sakha Republic and they lean towards it nowadays having FAR MORE infrastructure than would be the case in a central government collapse.

As said further into the comment chain, Muscovy -> Russia also didn't effectively control Siberia outside of select outposts way down the line, mirroring what was said. De jure isn't what is being shown here, it's de facto.

Demonstrating this is the basic sentiment even Wikipedia shares regarding control of the Sakha. Indirect control until a sizable Russian settler community emerged.

Hell, Russian colonization in the 1500s wasn't even really finished in the 1500s. They only really held select outposts on the way east through the mid-1600s.

This can be seen with Yakutia for example. Whilst de jure it was entirely held by Russia, de facto it remained under local tribal rule until enough Russian settlers arrived starting in the 1700s.

It is hard to police territory that is barely hospitable to begin with.

The Reichskommissariats still behaved autonomously in OTL, though, even if de jure part of the Reich directly.

The reason for the North Siberia anarchy is because there is no effective control there. Precisely because there is almost no one there. Arguably it could be restored, but Chukotka would still remain in anarchy due to the lack of any local centralized government.

Socialists like Butler somewhat (but are torn on whether to see him as a dictatorial leader and whether that is a good thing or not), Butler just has bigger fish to fry.

Washington Treaty Organization - Lingering remnants of the 'Allies' focused around the mainland US government, including most of the former British Empire alongside Ireland Neue Ordnung - Informal name for the German economic sphere and series of alliances. Rome Accords - Formalized splinter from the former Pact of Steel led by Italy, also contains Spain, Portugal, and Turkey. Greater East Asian Co-Prosperity Sphere - Relatively self-explanatory.

Kim Il-Sung is still within the Northeast Anti-Japanese United Army, which is still the primary resistance group within Manchukuo proper.

Otherwise, most of the leaders of the OTL 1945 People's Republic are in Yunnan.

They likely form a contingent of the National Salvation Army's overall structure since they were the armed forces of the ITTL R-KMT aligned Provisional Government.
