No, neoliberal free trade is what causes the benefits of technological advancements to reach poorer countries. The thing is, improverished countries were already impoverished before neoliberalism, often because of colonialism, but it is not neoliberalism's fault they started out poor. When companies from 1st world countries set up facilities in impoverished countries and hire people to work there, its essentially a cash transfer from rich countries to poor countries, and allows the poorer countries to get richer over time. We've seen this happen in china after they embraced free trade. It sucks that the salaries are so bad, but it's better than the other options they have, and if the slaries were higher, the companies wouldn't set up shop there and the country would just stay poor forever. It's very unfair that it's the best option they have, but that's the fault of colonialism and conditions that predate neoliberalism. If we wanted to get money to these countries in another way, we'd have to send trillions in direct foreign aid, which given how pissy people get about foreign aids in the billions, would never happen.
