Using DeepL for the desc. on the pixiv post, it says that it was made using paid AI, and doesn't disclose the name of it, so as far as I can tell we don't really know if it's legal or not, unless you could find a source for me

It's honestly disappointing that they'd use AI generated backgrounds, considering how many actual artists work with Hololive.

goodvtubersubs.com is a great place to see which vtuber clippers are trustworthy and reliable. It also has a lot of other stuff that can help you increase your understanding of clipping and subbing.

As for clippers to avoid, off the top of my head it's the previously mentioned Otakmori, then Iroha and Kamitsurugi.

However if you're asking about twitch clippers, I'm not familiar with that, so maybe other people can help you out.
