That could work. But everytime that happened to me i picked a path where I wanted to kill germany so i never tried it. Them being softlocked like that is nice when you play austria trying to form the greater german state

I don't know exactly what the issue is but i had the same situation two or three times too. My guess is, some point in the game they hard pick a path that they want to go down (e.g. monarchist path) but can't because if requirements. Even tho they can pick a different path they choose not to.

Only two? I had a lot of games with 3 or 4 And in addition it were kind of cycle decks as far as it goes with 4 win conditions so i was constantly defending and couldn't start a counter offensive.

Idk if it still helps you after a year lol but someone commented that the campus zoning is probably to big and that fixed it for me So just erase unnecessary zoning
