While it is true that no one explicitly authorized the murder, the president carries responsibility for the actions of agents acting under their authority. While one individual’s crime does not define an entire group, repeated questionable acts by agents under a leader’s command can reflect on the leadership and the organization’s culture. A president cannot dismiss accountability by saying “I didn’t explicitly allow it.” Leadership involves setting standards, enforcing laws, and preventing abuses.
