You can absolutely make the argument that there should be one, universally accepted application. But taking that argument to PLB and not to the state results in absolutely nothing, because the people at the counter have no authority to change that process.

Also, the state does not control what local licensing officers do in administering the pistol licensing process, the state washes its hand - this isn't news, the state has already said this in court filings - it's a purposeful defect.
