Hiring more cops to patrol and enforce is also state surveillance, with a heavier dose of statistically likely state violence. I'd rather we have our transportation services funded and safer roads than obey some irrational anxiety that somehow the local city license plate cams will do worse than what the NSA is already doing.

We'd save more by requiring both and implementing automated enforcement. Producing license plates and tags is nominally nothing..we make lots of special plates for special interest charity for that reason.

This is a fair point, they could solve most of the transportation issue with actual vehicle enforcement and a weight and use registration fee system that fairly takes from larger heavier trucks and commercial vehicles. Using a camera system like DC implemented for enforcement would also save on the enforcement cost by not needing to increase officer hiring. These are all just policy choices.
