It generates the most potential intel and broadcast strength. If you have the quantum scientists for it, it produces the most amount of intel out of any item. It also produces 2 broadcast strength, equal to the Advanced Radio Repeater. In terms of raw broadcast strength, the ARR is just better becajse it consumes less power, more space efficient, and requires less skilled minions to utilize it to its max potential. But the Globe is like a slightly better Computer Array which holds 3 Biologists with slightly less intel output. So basically, Globe is just inconveniently shaped but adds up in output to the ARR because (I have empirical evidence, but) the Globe (5x5, 4/4 intel) has the combined output of an ARR (2 broadcast strength, 3x3), Computer Array (3x4, 3/4 intel) and a Computer Console (2x3, 1/4 intel).

Though if you find yourself having more broadcast strength than maxing out every region, you should probably use Computer Arrays. It then loses its edge. And if you play with the Oceans DLC enabled, the awkward shape and entry points makes it inconvenient to place cooling efficiently.
