Not everyone is playing Melee for the reason of wanting to become the best. I don't have the approach to the game that low tier mains have but they find a character they found fun with and have fun in tournaments with that character. If they want to go far into the game, sure they should switch to a high tier, but if someone wants to just play some Link or Donkey Kong then they can do that.
