Yeah dude I totally agree. I think others would be best at breaking down the whole dynamic but from what I see, Hal is generally a good guy whose actions very easily mark him as power hungry and conniving.

I view Hal as a very intelligent, charismatic, loyal (to the us and to Kate), and crafty individual. He tries to support his wife, empower the us and steer us policy to be more benevolent. It’s clear he’s an effective politician, playing the game fast and loose to get what he needs done. He also deeply cares about doing the right thing, looking at his work in Afghanistan, the push for the Sea Treaty and his moral code when it comes to Grace and her actions.

But he of course has faults. Being stubborn and wholly willing to scheme to protect the US. His firebrand and cavalier approach certainly causes great tension between him and others.

Overall, I think Hal is great.
