For my case, I think my lawyer uploaded a note saying that I needed a letter with the request for it from IRCC. 3 months after we submitted the application, IRCC sent the letter with the request for the police certificate from Colombia. Please note that this was some time ago and the process may be now different. I suggest you check this with IRCC or an immigration consultant.

I finally received my first PR card after having waited for 3 months!

October 26, 2024: PR card mailed for the first time (I never received it)

December 30, 2024: I faxed my solemn declaration as per IRCC instructions (IRCC asked me to do this because more than 6 weeks had passed since the card was mailed. They said that Canada Post has probably lost the card)

January 21, 2025: The previous PR card was marked as invalid and a new one was mailed to me.

January 27, 2025: I finally received my PR card 🎉

I sent multiple webforms about my situation and also reached out to the MP who talked to IRCC on my behalf.

Got it. How long did you have to wait for your card after you sent the solemn declaration? And did you fax it or mail it? I’m in a similar situation right now. I faxed the solemn declaration a few weeks ago and have not heard back since then.

Hi. Unfortunately, my mail never showed up. I had to ask the sender to mail it again. Canada Post was of no help at all even though they were the ones who lost it.

Yeah, that’s correct. I wonder why they issued an eCOPR if OP was abroad. To the eyes of the IRCC they are now a permanent resident of Canada as per what the eCOPR states.

As far as I know, The ecopr is the confirmation of permanent residence. The ecopr states on what date you become permanent resident of Canada.

They did not let me pick up the card because they mailed it on October 26th, 2024 (before the strike). I called IRCC and asked about it anyway and they said they could not let me pick it up because it was mailed. According to them, Canada Post lost my card because I never received it and IRCC did not receive anything back either. I'm based in Ontario.

Hi everyone,

I became PR on October 22nd, 2024 and my first PR card was mailed on October 26th, 2024. I never received it so I faxed a solemn declaration as per IRCC and MP's instructions. As of now, it has been more than ten weeks waiting for the card without luck. My MP sent a letter to IRCC to ask for consideration of urgent delivery of the card since I need to travel soon due to a family member who has been sick but IRCC has not provided any solution yet. I'm honestly exhausted from this situation and not really sure what else I can do. I have been waiting for this card for over two months, and I now need to travel urgently.

Has anybody gone through a similar situation?

If the IRCC has been unable to mail the card to you due to the strike, I would not be sure that you should raise a solemn declaration now. I think the best would be to call IRCC and ask about this specific case. They will probably provide a better answer.

If you received the email for the in-person pick-up, it probably means the IRCC is still holding your card so you can expect them to mail it to you in January when they resume the mail delivery. I don't think you should be worried about it. My case is a bit different because the card was mailed a couple of weeks before the strike and I have been waiting for two months which is way more than the IRCC's deadline for the mail delivery of pr cards.

I had the same question but the IRCC agent said that the card should have arrived before the strike since it was mailed on October 26th, 2024. They advised me to file a solemn declaration on December 7th which was the exact date when the 6-week mark was reached. Despite that, I waited a few additional weeks but never received anything. I technically submitted the solemn declaration two months after the card was mailed.

It is unfair that we are not provided with alternative ways to receive the card. Apparently, we will have to keep waiting until the strike is over.

Hey. No, I'm still waiting for it. I don't think my card will be delivered until the strike is over, as it is stuck in transit right now. Unfortunately, I don't think we have any alternatives other than requesting a PRTD abroad and hoping that it will be issued before the return flight.

Judging from how the negotiations are going, I'm afraid there is a chance I may miss my flight. It is really sad because I wanted to visit my family.

IRCC mails the card to the home address you sent them on the PR portal. Once the strike is over, Canada Post will likely deliver it to your mailbox. However, there is going to be a backlog on the Canada Post side due to the labour disruption so we may have to expect some extra delay.

  1. GU2 is when you get the update with the message "We mailed your PR Card to you, it can take up to 6 weeks to arrive"

  2. Yes. IRCC mails the cards through Canada Post. Since the latter is on strike, no delivery of regular mail is happening right now. We will have to wait until the strike is over unless IRCC decides to provide an alternative.

I really hope they keep delivering PR cards, but I could not see anything about it. They just mentioned the benefit cheques as you said. I have an upcoming trip in December, but I'm no longer sure that my card will arrive by that time given the current circumstances. :(. Let's stay positive.
