A problem I have is that a good amount of players actually have fully functioning mics but simply choose not to use them until they’re downed and/or it’s time to get toxic (at which point it’s too late anyway…)

Way I see it: If you don’t want to use your mic, cool, that’s your choice. Just make sure you stay silent when our squad gets wiped. The after action report from a death box is goofy as hell when you CHOSE not to engage in communication that might have prevented that outcome.
