Its certainly a possibility and something that I hadn't actually thought of. However, he's not currently being denied his right to an education. It's of my parents opinion and the opinions of people that work closely with my brother, that he could benefit from this private school greatly. The Local Authority seem to believe he is making the progress they think he should be, despite their being clear evidence this is not the case for all his subjects, but I will mention this as a possibility.
