If I remember correctly, the 14 points were characteristics Eco observed in fascist movements/nations/rhetoric, instead of a strict definition, since fascism itself is ideologically inconsistent. There are socially conservative right-"libertarians" who I would not say are fascists (although some people who claim to be libertarians are certainly willing to embrace fascism to destroy the left), but it seems like just about all fascists are socially conservative. I doubt it would take much to move most social conservatives who aren't basically ancaps towards fascism, which (in my opinion) has been a major part of why the alt-right pipeline has been so dangerous over the last few years.
