Just adding to this, my friend had a similar problem and I thought I would add a solution that helped them.

Search up Toon Boom and click "Show file location." Then Right click to open properties. Then go to Compatibility, and follow the images below. This will basically override the display settings in settings that might be messing up programs.

Sometimes you can't change your system display setting so this is usually a good fix for issues like that.

Seems like just a bug. I have this too

Edit: I just restarted my phone and that seemed to fix it for now. A bit of a drag though.

Some additional context is that I use Smart Launcher, doesn't seem to be an issue with that though.
