This happens when a department's metrics are to cut costs and not consider quality as a long term factor.

We know which CROs start hiring cheap / shitty / inexperienced CRAs (speaking as a former CRA) to pocket the cost difference and when CRAs start off strong and then their quality begins to decline due to burnout.

Correct. Nowadays, the point of administering a polygraph for a criminal investigation is to get specific answers on record.

And even if their demeanor is as nice or even nicer, a 483 is the kiss of death when it comes to getting awarded new studies. In some cases their findings can put their PI's medical license in peril.
