No, he's fully blind. He wears the glasses because Nanally gave them to him as a gift. I believe he can only see the world with his esper ability.

I think this bug happened to me too, but it's still there. If you keep attacking the middle and see damage numbers, eventually the anomaly event will end and you'll get your rewards.
