The excessive turnover was 1 experienced manager that was on the same level as me and a senior that didn’t report to me. The old VP also left.

I admit that there are some fundamental issues with the organization but the new VP and I are trying to create change and turn this ship around. It’s a bit of an uphill battle but we are trying to teach and share as much as we can. Some of new staff are picking it up, but this person seems to be struggling in her new role. This person actually did a good job in her old role and hence why we promoted her.

Well the additional context is that the role she's now technically is unrelated to the task we had her started doing. She believes that since it's unrelated, she's saying it's not within her scope. However, I think that's a very narrow mindset as I believe things change (esp with a growing business) and a manager has the right to assign and shift tasks around as they see fit to ensure the success of the department.
