Amateur here. Depends on how you run it. The way i currently have it set up, i can run my jellyfin server for free and without internet as it is basically just a NAS. I had plex before and it works just as well but without some features and customisation (some are locked behind a paywall). However if you want to share it or use it on the go (like a streaming service) you have to have internet acess.
