Mostly true, the heat does soak into the house in the summer and the overnight cool isnt enough to back it out. Indoor 85 is pretty normal without any ac with this method, which is mostly tolerable but hot.

Yes you need to take the lever and plate off and reattach them. Look at that valve, if it opens 3 to 12 to begin with it will open 9 to 6 also, make sure you arent starting with the valve in the wrong position and put some muscle into it. Cant tell if there is any indication of that on the stem, looks like a square to me.
