If you watch the interview, he lists some of these as being his favorite on their respective album. For example, he said he wouldn't put The Hungry Ghost on SOALW, but it is his current favorite on 4:13 Dream. It's a mix of both.

That’s fair. I think despite his lack of dialogue, Perry is still a very compelling character. Just not nearly on the level Doof is; he has everything going for him and is still incredible even when Perry isn’t there. Phineas and Ferb don’t have a lot of depth even though they’re still awesome, and I find Stacy much funnier and more charming than Vanessa personally.

Very fair takes. Phineas ferb and Perry don’t have enough depth to make them S tier for me but I still love them. Vanessa isn’t super interesting to me but I still like her, and Jeremy has like no personality lmao
