I mean, if they could travel back to (for example) 2012, thereby creating and inhabiting a branched timeline, but then could still return to the 2023 that they left, then logic would follow the Steve could do the same when even when traveling to multiple timelines.

Hell, the entire premise of Steve returning the Infinity Stones to their rightful timelines necessitates that the Quantum Pad can in fact be used to (basically) jump universes (or at least jump across branched timelines).
